Only set this requirement to block buyers with <5 ?

I thought this setting allowed blocking buyers with less than 5 or less feedback but it only blocks buyers on the above settings with the set number of feedbacks? In other words the above settings won't apply to buyers above that feedback setting? It's kind of confusing.
I have a lot of problems with new buyers and have lost potentially$1300 in scams not counting the $600 I paid in the items this month and the items. I also have an open return for a video card from a buyer who admitted to being 12 years old and ordered the wrong card. Now I'm facing another buyer for a more expensive card with 0 feedback also asking silly questions by message like the other buyer w the video card return. I'm sure something will happen with this one but I'm stuck with it, I've slowly been moving all my sales to Facebook where fees are far less anyway. Just tired of brand new members with potentially 20 accounts screwing me, yes established accounts do it too but new accounts are common for me and problems selling used tech. He hasn't paid so maybe if I never respond like all the scammers do to me he will just not Pauly for it (also like lots of buyers do to me!).

You can block buyers with less than a certain number of feedback ratings from purchasing multiple items from you, but you cannot block those buyers from buying one item from you.
Only set this requirement to block buyers with <5 ?

There is no way to block low or zero feedback buyers in general. The setting you are referring to gives you the ability to block low feedback users who have bought more than one item from you already.
If eBay allowed wholesale blocking of new accounts, new buyers would leave the platform in frustration. There would be the loss of legitimate buyers, and therefore no way to keep the platform viable.
Once a sale is made, it is already too late to mitigate one’s liability. Cancelling a transaction as a means to manage risk is in itself risky. There are steep penalties for seller-initiated cancellations on eBay. About the only way to thwart a scammer is through a judicious choice of platform on which to sell such high scam items.
In other words, not everything is suitable to be sold here.

eBay has no incentive to discourage or frustrate new buyers.
