Received a very quick offer tonight within 1 hour of listing. For some reason, I only have ONE DAY to consider said offer.
Every other offer has has come with a 48 hour time limit.
Is 1 vs 2 day at the buyers’ discretion, or does it have to do with the category I’m listed in?.

Ebay is letting buyers choose the duration of their offer~how long the offer will be good. So yes, it's at the buyer's discretion.
The usual time frame prior to this was 48 hrs, as you say.
Ebay has been focusing on sales velocity~quick sales~and buyers have expressed dissatisfaction with the 48 hr wait, hence this change. This might be a test, or it may be the new way going forward.
Buyer could have chosen an hr or less than a day.

As a buyer, I use Best Offer quite often. Sometimes I'm given the choice of several lengths of time for the seller to respond. I'm going to say 12 hours, one day, or two days. Sometimes I'm not given a choice--it's two days by default. I submitted two Best Offers just today: one gave me a choice and the other didn't
I don't know the rhyme or reason. I will say I don't think it's the category, because I've been experiencing it when I submit a Best Offer on the same type of item/same category.
If I have a choice, I always give sellers two days to respond; however, if buyers want to know whether a seller is going to accept or decline in order to get on with finding another item, I can see why they would choose a shorter time frame.

For a limited amount of buyers, Ebay is testing this feature of allowing the buyer to set the time frame in which the seller has to respond to the offer.
