It is not new that eBay decides in favor of the buyer to the detriment of the seller.
I sent an item to the buyer, he complained about its condition and I accepted that he send the item back.
Before he even returned the item he opened a case and guess what?
eBay refunded him in full before he even returned the item.
For someone like me who has been paying commissions to this site for over 20 years, I have the feeling that those responsible for this site think I should work for free, but that won't stay that way, because from now on I'll look for other options to sell and not have to pay commissions to those who don't even bother to help solve any problem that arises.

Sorry, that means you did something wrong.
This is how it works.
Buyer complains about item.
Buyer files a NAD (not as described) return.
You accept the return and provide a return label.
When you receive the item back, you refund the buyer.
I take it these steps were not followed.

Buyers are not supposed to return items before opening a return case. They open a case and then return items.
You have been around a long time as a seller.
Did you respond to the return case as appropriate?

Had a buyer purchase a set of BRAND NEW golf irons. He HIT THEM, and sent them back. Pictures in the listing were obviously new, yet Ebay allowed him to hit and damage my brand new irons, reduce the value by about $500 and gave him a refund. I sent them all the info, all the photos, the message where he admitted hitting them, and they STILL screwed me over even with all that proof. It's ridiculous. Sellers have zero protection and no value to Ebay.

Yes, if he didn't agree with the item's conditions, I had already replied that he could return it.
But eBay refunded him before he even returned it.
He will have ALL of his payment refunded and will keep my item without paying anything.
eBay must think that all sellers are idiots and have to work for free!

The buyer has to open a return case and then sends the item back after you agree to accept the return from within the return case.
Did you not respond to the return case?
If you did not respond to the return case and provide a return shipping label within 3 days, eBay can come back in and close the case and refund the buyer.

Generally speaking, if a buyer just "messages you" about a condition issue, they have to file a case to start the return process. That is especially true if they want YOU to be responsible for return shipping. You just saying "ok, return it" is meaningless. The buyer must start a return case in order to get the process going.
At that point, you are required to accept the return, and have eBay (or you independently) provide a return label. If your buyer was out of the US, and you shipped directly, you can't buy a label and you are supposed to send them MONEY (usually through PayPal) to fund that return.
If you do not respond to that case, the buyer can return on day 4, ask eBay to step in and help (aka escalate the case). If no action has been taken by you, then eBay may decide to refund the buyer from your proceeds and let them keep the product for free.
That said, if your buyer sent the item back, they are free to use their own label. They can also use that label (or tweak the one you provided) to ship a cheap trinket in your zipcode that will satisfy the eBay bot program that they returned the product. You usually get some notice of this "tracking says delivered" and you lose anyway, but there is often hope for that situation.
From your post, it appears that you did not respond to the case and issue a return label, thus your case timed out without action from you. If your buyer filed a Payment Dispute (aka chargeback) that is a different story altogether.
In addition, there was once a setting or preference that a seller could choose to "automatically refund a buyer under a specified amount". Since I don't sell here anymore, I don't know if that option is still active or even where to look for it. Search was useless, but you can check your own preferences.

He did not agree and is not obliged to agree with my opinion.
I informed him that I accepted the return, but he had to pay the return shipping costs.
He opened a case and within a few days (in this case today) he returned ALL the payment.
I was left without my item, I worked for free for nothing.
It's no wonder that other sellers left here a long time ago.

If the buyer's claim is that the item is not as described and he opens a case, the SELLER is the one who pays the return shipping cost.
Sellers have to follow eBay's protocol. They cannot dictate the terms of a return if/when the item is not as described.

You "accepted the return" and told him "he had to pay the return shipping costs?" You see, this is the problem. That's not how INAD returns work on eBay. I'm afraid you have no case in this instance.
