Let's say I have an item set for 1-day shipping:
* I get an order Monday morning.
* I print the label and drop it off Tuesday afternoon.
* The mail person picks it up Wednesday afternoon.
Is this order on-time or late?

You are using the (eBay Standard Envelope) for shipping your post cards.
Although they call it with tracking (the USPS is not involved in scanning
them or tracking them) so you will never get an acceptance scan from the
Post Office.
When you print the label it does have a barcode that when the envelope goes
through the USPS letter sorting machine at the sorting centers if it gets
scanned the information goes to a 3rd party company as tracking. Also if it
goes out for delivery to the buyer the mail carrier does not scan them at all.

I'm pretty sure that, yes, it is still Tuesday.
IF you do same day shipping, you do get to select a cut off time. But not for one day.
I would love for someone to prove me wrong on this.

I don't know if you're dropping it in a blue box near you or going to the post office. But if the latter, does it have a self-service machine? You can scan most stuff with that and then stick it in the box or window. It treats it as a scan sheet, but it seems to be sufficient for eBay's tracking.
It doesn't always work though. Have had it not work with a package going to Guam once. And a couple others. I think they were USPS International. But I can't fully recall now. If you're doing eBay Standard Envelope, it might not work with that. But worth a try.
