I am getting "Offers" in my listings where I specifically did not check that option, I have to revise it and find that that option is checked, I uncheck it. Is Ebay adding that without me knowing? I go through and revise my listings and again will get an "offer" have to decline it, go through and revise my listings again and uncheck the offers option! What is going on?

I've seen complaints about that here. Don't know if it's deliberate or just a glitch. Could be either.

eBay is adding that randomly for some sellers.
you can set it to auto decline offers below a desired amount

This happens to me also. It’s either the offer option or the calculated shipping that gets switched back on when I submit or revise a listing. It’s gotten worse over the last few weeks along with sales. I just started selling in April & the last week has been my worst week for sales. Not sure what is the issue but my items are priced lower than many similar selling items. Finding that eBay has issues & seems many listing are not being seen.

There are a lot of topics about this like this one; you might find some answers on how to negate ebay's meddling- keywords; "Advanced selling tool"
Ebay has an official statement somewhere about forcing best offer format on sellers as a "test."

Yes, ebay will add best offer if they feel your prices are too high.
Add a blurb in your description - Even though ebay is randomly adding best offers to listings, I am not accepting them at this time.
Then set your parameters to automatically decline them.

Same, it's pissing me off. Every couple days I was having to change it back to not except best offer because, ebay would change them automatically. Now I just have in the descriptions on everything that I will not accept any offers and that I apologize becuse ebay will not stop changing it on me

Every one of my auctions now says I must select best offer or face a .35 insertion fee!!

With all due respect, it says allow buyers to make offers. It does not say you must accept those offers.
You might be able to revise that out if you use the Advanced Listing Form.
