Is it possible to tell a potential buyer, in the description for an item, that if they want a more expensive version of the item being sold they should make a specified offer higher than the selling price?

Not sure I follow.
Are you saying you want the buyer to purchase item X at an inflated price in order to actually receive item Y?
IMHO the proper way to accomplish this is to either (a) create separate listings for X and Y with the correct price on each; or (b) create a single listing with two variations (assuming the two items are appropriate for a variation listing).

Well, first of all, I don't even know what that means.
Do you mean that a potential buyer can make you an offer for, let's say, $10 over your listed item price, and you'll sell them a different item? If that's what you mean, I think the answer would be "no." It probably violates some policy or another, and I'm pretty sure it would be quite confusing for potential buyers . . . and you know where that ends up.
You could list the other (more expensive) item in its own listing, or create a listing with "variations" that would give the potential buyer an opportunity to choose one of the two items for one of the two different prices.
Sorry if I just totally misunderstood what you're trying to accomplish.

Hi. If you mean something like offering a black and white print for xx or in color for xxx it can be done.

If you are offering two versions of something (sizes, color vs B&W, framed vs not, etc.), then you must either set up separate listings, or use the variations format as described in the previous post. You can't just say "Offer more" in your description.

Actually if you go the variations route, you can set a different price for each variation.
