I am almost sure that NO ONE cares that their offer has expired. It seems most offers that I send probably don't go anywhere period. AND don't get me started on this GREAT messaging system they have created!!

I find the message about an expired offer a good reminder that its time to raise the price of the item in question.
So... not at all useless for me.
As for the message system... I don't use it all that much and have not noticed much of a difference, other than the fact we can create folders.
Otherwise, I never really have understood the inability to adjust to minor modifications that are displayed on a computer screen. Things evolve and we -- well, most of us -- are equipped with the faculties for adaptation.
At my age, any opportunity to exercise the old grey matter is welcome. 😅

@bbcardzman I would agree that this message is something that is helpful when sending out offers. I will admit that most of the messages are garbage. YMMV

Sellers who want to edit their listings may care. No edits can be made while an offer is live, the reminder message will tell you that editing will be available again.

Given the changes Ebay has tested with the length an offer is valid, the message is a useful reminder that your listing is may be edited.
