Making a new listing this morning. When I got to shipping and payment I had to setup policies to complete the listing.
Is this new?

You can Opt Out at https://www.bizpolicy.ebay.com/businesspolicy/manage by clicking Opt Out.
However, if you sell regularly, I find that actually taking the few moments to set up your Business Policies makes listing new items WAY faster (and more consistent, less chance for 'user error').
