So I sold something, was supposed to ship on the 12th but it was delayed. But has been shipped. The buyer opened up an item not received case so the money vanished from my PayPal and they messaged me wanting to talk outside of ebay (phone) and pick up item without knowing where I even am. What am I supposed to do? I cant get a hold of paypal or ebay.

You don't have to message the buyer... or speak to the buyer on the phone. Load the tracking number into the Item Not Received case. When it shows 'Delivered', you'll prevail. Good luck.

Did you upload the tracking number so that ebay/buyer can see that the package is in transit? Once a case is opened, a hold is placed on your Paypal account. The money has not "vanished". The hold is placed so the funds are available if a refund is required to be made.

It has a tracking number and says estimated delivery is Monday or Tuesday. I could see the money in my PayPal before tho, it was just listed under hold instead of normal balance. Now I don't have any pending or held balance?

It is NOT a good idea to communicate with your buyer outside of Ebay. If you need to communicate with them go to the actual CLAIM and send them a message. Keep it inside the Ebay claim if at all possible. If for any reason you can't do that, then go to the transaction and communicate with them from there. But NEVER take it outside of Ebay.
Good news, your money did not "vanish", it was placed on hold since you have this claim filed against you. The money is still there, just not available to you until the claim is resolved.
Did you ship via an Ebay label? If so the tracking number was automatically loaded to Ebay. If that didn't happen, then you need to load the tracking number.
If you haven't uploaded your tracking number to Ebay, then unfortunately you lost your Seller Protection offered on INRs, but you still might be OK.
You don't need to be conversing with Ebay or PP right now, there is nothing they can or will do for you right now. You need to follow the tracking and assure your buyer that the item is on its way. Sign up and get the email updates for the tracking number so that you are immediately notified when it moves and when it gets delivered.
Stay completely polite and professional with your buyer. You need to make sure that you don't upset them if you can avoid it. And hopefully the package gets delivered shortly.
What was your handling time stated on the listing? I take it you didn't ship until today?

yeah, thats why I shipped it because without any tracking or proof I would be screwed I assume. But can they still win if it arrives with proof etc?

Not necessarily. But you do have to ship within the rules to maintain Seller Protection.

Yeah that was the problem, I screwed up when I entered my handling time. They bought it last week and it said the 12th but I forgot to change the handling time. So it changed to late shipment allowing them to open a case. I have the tracking number entered on ebay / PayPal

How late was the shipment? If they purchased it on the 12th, and you didn't ship on the 13th [1 day handling time] but shipped today the 14th, I'm not sure this issue you are having should be existing. What am I missing here?

Thats the problem, they bought it last week as in over 7 days ago as a pre-sale/ preorder. But because handling time was the default it shows up as late.

The 12th was last week. You keep using that date, so I thought that was the date of the purchase.
What was the date of the purchase and payment? What was the handling time in that purchase? When did you ship?

Its Saturday, so I would call last week the 1st-7th. Hqndling time was default because I forgot to change it so 2 days. Shipped yesterday instead of the 12th like the page said bought on the 1st. Tracking says delivery is Monday/ Tuesday.

Clarity is important to being able to assist you with any information that might help. Now it becomes clearer as to why your buyer was upset and why the INR was filed.
A "default" handling time is in control of the seller.
I'm still very confused by your dates. If your buyer purchased the item somewhere in the week of the 1st through the 7th, at the latest you should have shipped it by the 9th with a 2 day handling time. So where does the 12th come in?
Are you saying that your handling time was 2 days on the listing but in the description you put that it would ship on the 12th?
What a mess to be sure. Hopefully your communications to your buyer was less complicated.
Have you emailed your buyer expressing your sincere apologies for the mix up on your part? What was their response?

Frankly, if you can't explain the situation any better to eBay or PayPal than you have here, you're never going to get anywhere.
Unless you're purposely trying to be vague or misleading, why don't you just flat out state the specific date of the sale, the specific number of days for your handling time, the specific date you actually shipped the item, and the specific date tracking says it should be delivered. None of this "last week" vaguery.
You mentioned it was a presale/preorder. Did it state the specific date the item was supposed to be released, as required by eBay's presale policy? Was there a problem with your "supplier?" Did you have the item in hand to ship yourself, or did your supplier ship it for you?
Either the transaction took place on a different id than @deathcrysis, or the item listing has been removed by eBay, so none of us can look at the item listing to determine anything beyond what you've hinted at in your posts.
