I have my settings set to block bidders with 2 or more non-paying bidder strikes in the past 6 months, yet just had to cancel two transactions with non-payment bidder. This girl has 16 feedback in the past 6 months, every one of them saying she never paid. There is not one feedback that says she's paid. Yet eBay has not only allowed her to bid when her type has been restricted in the settings but also allowed her to keep her account to continue to do this to hapless sellers. I would really like an explanation for this.

So this buyer has had to deal with at least 16 sellers who are not aware that we're not allowed to leave negative FB for buyers? If those sellers had done the right thing and opened UPI cases or had eBay do it for them automatically, you could have had your requirements set so that you did not have to deal with buyers who have two UPI cases in a twelve month period.  

Leaving neg FB for a buyer does not accomplish anything except get a defect for the seller leaving it.

eBay does not read FB and say, "Hey, this is a bad buyer."

Which is all well and good but I would find it very hard to believe that with 16 who chose to leave feedback instead of opening UPI cases, going back over 6 months, there weren't at least 2 sellers who did open cases. Yet she was still allowed to bid on mine, losing me the opportunity to sell to others.

This might be hard to believe, but some sellers don't even know how to open a UPI case.

They don’t have to open them, but they at least have to set their preferences for closing them to “automatic”.

I would find it very hard to believe that with 16 who chose to leave feedback instead of opening UPI cases, going back over 6 months, there weren't at least 2 sellers who did open cases.

 

There may have been other sellers that followed the proper procedure, but perhaps there were not two in the last six months.

 

If you change your buyer requirements to block sellers with two or more unpaid cancellations in the last twelve months, you may be able to block some of the marginal cases that a six month window does not catch.
