Why has Ebay not paid me for an item shipped last week

You haven't sold anything for a while. eBay will hold your money for 30 days before they release it to you. eBay considers you a new seller.

     I am going to assume that the buyer paid prior to you shipping and you have just not received your payout yet. As aeparts1 eBay often holds funds to cover their posterior. Following is a link to the help file that explains when and why eBay holds funds.
