Not Receiving Best Offer Notifications

Hi...I was going through my listings after some time off and noticed buyers have been sending me "best offer" requests since September, and yet I've never received any messages about them. Only two out of about 15-20 offers came through. What is the deal? Is there something wrong on my end, or is this a problem with eBay?

If it's happening that frequently over that period of time it is most likely an issue at your end.

Please disregard. I discovered these were all offers I had sent.

Now...does anyone know how to change the "actions" to only show when someone has made an offer? I'd like it to default to "edit."
