The problem with zombie threads is that the information tends to be out of date or no longer useful.
Promotions were rolled out in 2019 for some sites, including dotCOM. I found them useful and using them increased sales , but then the data got skewed by the pandemic surge in online transactions.
FVF varies by category. A few categories actually have less than one percent FVF. I sell books which have a 15% FVF.
FVF on shipping goes back to (I think) 2008, when eBay got tired of sketchey sellers who charged 99c for the item and $99 for shipping, thus avoiding fees. That also annoyed and alienated buyers* whose bargain evaporated when they saw the inflated shipping.
Any eBay policy or promotion is meant to be good for eBay.
If it also is good for members, that is an unintended consquence.
