Friday I had a buyer accept an offer on an item. He has not paid and I don't expect that he will. When I checked his feedback, in the past month he has received 22 false positive feedback from various sellers that he hasn't paid (both auctions and offers), Those are from the sellers who chose to give him a false positive. I'm sure the number is much higher because we all know a buyer cannot get a negative and because he can have them removed, sellers do not even bother. Does ebay monitor buyers who routinely do not pay for their auctions and is there some magic number where ebay will step in and put an end to his antics.

Sellers can put an end to it. Wait four days, cancel with reason that buyer didn’t pay. A couple of those, and buyer will be blocked from buying from a large percentage of sellers.

Nope. Each seller has the option to set up their site preferences to block bidders/buyers who have gotten too many nonpayment cancellations; the strictest level is two in the past 12 months. Do it now!

Well that is disheartening to hear. Since the buyer has done it that many times and likely more, they could have been stopped long before they purchased from you. There are just too many sellers NOT doing a SIMPLE process that can stop this behavior. I don't understand, the process is so easy.
1. When a buyer does not pay. 96 hours and 1 minute after they purchased the item the seller can and SHOULD file a cancellation using the reason that the buyer did NOT pay. If sellers would do this, it helps us all.
2. Set your site preference regarding non paying buyers to the strictest possible, which is 2 in the last 12 months. That prevents any buyer with 2 unpaid strikes from bidding or purchasing from any seller that has this requirement set.

I hope you will be sure to file the Cancellation for non payment.
After you have done that, please Report the buyer to Ebay so they get on Ebay's radar since all those other sellers didn't do the simple process of the cancellation.

So, rather than do the correct thing, which would be to cancel, citing "buyer did not pay" as the reason, those sellers instead broke the rules and left negatives, thereby risking their own selling status.
It's a pretty simple process to just cancel, using buyer did not pay as the reason, thereby giving that buyer at least one strike. Two strikes in 12 months and most smart sellers have set their requirements so that they don't have to deal with that person.

And this buyer is the exact reason why "Best Offer" is requiring prepayment information before being submitted to the seller.
I know a lot of buyers dont like it but "buyers" like this one have made it very necessary.

eBay used to block both parties from leaving feedback, if a buyer got a nonpayment strike. But now only the buyer is blocked; so those sellers who left feedback might have also done their nonpayment cancellations.

I think maybe the argument here is that over 20 sellers would not have likely been affected by this buyer if they had filed the proper cancellation filed. The buyer would likely have been blocked from buying from many sellers.
There is likely more sellers that have been affected by this buyer because no all sellers would risk leaving negative comments in the FB.
