What has happened to leaving feedback? Seems only one out of six buyers care to leave it.

It has been like this for a long time. Speaking for myself only I get about 25% of my buyers that actually leave FB. It just isn't a priority for most buyers anymore on any site really.
Don't try to encourage your buyers to leave FB by sending emails or anything. That can backfire on you and get your FB damaged. You have enough FB and you will be fine with just the ones that want to leave FB.
I know that some like to collect the FB, both buyers and sellers, but really as long as your FB looks good now, you are fine. Don't poke the sleeping bear.

People are less focused on feedback these days. Sellers who leave feedback at payment for every buyer report only receiving about 20% - 30% feedback in return. That is not to say that some may not get more than that, or less.
Many buyers just want their widget, so they move on.
Be kind to yourself and don't stress about it. It does come but maybe just not as often as you would like. Try to let it be like water off a duck's back, and be at peace.
Two perennial Board quotes~no feedback is good feedback, beware, you might get feedback you really don't want.
