After 4 days of non=payment , on the 5th day you can cancel a "buyer did not pay", and the buyer will get a non-payment strike. That's the best we have.
sellers can set their prefrences to block buyers with 2 or more non-payment strikes.

Only buyers can publicly name and shame others. As its called when sellers want to warn other sellers about problem buyers.
You can wind up eventually be able to properly end this when you see the "buyer didn't pay" option and report them for such, they get a strike, but no other seller gets any kind of heads-up they are a nonpaying buyer so no one else can take any kind of proactive steps to avoid potential problem orders from them.

It is against Ebay policy to name and shame buyers. Just relist it and let someone else buy it.

No matter how terrible or abusive a buyer is, eBay policy is for you to leave positive feedback thanking the buyer (or don't leave buyer feedback).
eBay does keep a count of unpaid items for a buyer. You can't see the number of unpaid items for a buyer. You can block buyers based on the number of unpaid items they have. You can also block eBay users from buying from you by adding them to your blocked buyer list.

Buyers with 2 of these strikes can be blocked by sellers.

I have never understood why so many people get upset when buyers do not pay. Buyer pays, I ship. Buyer does not pay, I wait for eBay to cancel and relist. Buyers in real life do change their minds.
And I agree with sellers not being allowed to leave negative feedback. No one allows that. When it was allowed, some sellers left very nasty feedback. Nasty enough to make many buyers probably avoid shopping on eBay. f you want a glimpse of what allowing sellers to leave negative feedback will be like, read the nasty followups some sellers leave to negatives.

There's a very easy and foolproof way to NEVER have a non-payer.
Set all your listings as FP (fixed price BIN) with IPR (immediate payment required). Do not have a best offer option.
Item isn't sold until payment is complete.
Easy peasy.
