Buyer won $35 auction plus shipping and never paid. I relisted the item.
Different bidder wins relisted auction for $0.99 plus shipping, but the shipping address is the same as the first bidder that won for $35.
I accepted payment but have not shipped. What should I do next? Should I refund his money and report him, or what?
Please respond, I need this money to pay rent!

This is your fault for
not blocking an unpaid bidder
listing an item for .99 if you're not going to be happy if you only get one bidder.

If you want to continue selling on eBay (or trying to sell on eBay):
You MUST ship the item to the winning bidder if that bidder has actually paid.
You have just learned an expensive lesson: if you list an item for auction on eBay, starting at $0.99, it might sell for $0.99, and you must send the item to the winning bidder. Hope your buyer also paid for postage; if not, you will probably lose money on this transaction.

They didn't pay the first time.
then they won for only $1 instead of $35.
They did not pay the first time they won, but the second time was a price they liked better.

I don't mind letting the item go for $1. That's not the issue.
The issue is them winning it at the $35 auction price (with several bidders and many watchers) and not paying, and waiting for me to relist and then use a different account to lowball the auction because they chased all serious bidders away by making me relist.

they won this auction twice. Didn't pay once, I relisted, they used a different account with the same shipping address to snipe the auction after not paying for it for over a month.
if someone HONEST won the auction for $1, good. I'd ship. I had no reserve on the item and wasn't expecting much from it.
Again, read more carefully. You aren't understanding the issue.

What is it you want to report the buyer for? For purchasing your item at .99, which is what you listed it at? This is a different ID so could be another person at same residence who saw the item listed for far less and bid on it.
You gambled by listing the item at .99, when it had already sold for much more, and you lost. Ship the item out and next time start your items at the minimum you are willing to sell it at. Best of luck to you....

You guys are missing my point. This person did not pay for the item, and I had to cancel and relist, which chased everyone off, and then they won it again.
This doesn't sound shady to anyone else?

If you blocked the first non paying ID, then you might fight it as a buyer circumventing your block. I have a feeling, though, eBay would say to ship anyway and they would offer feedback protection or something.

Are you guys reading in a different language than I am typing? This is a clear scam, I waited 2 weeks to relist the item and gave him plenty of notice

Do a google street view search for the address. If a single family home, then I would cancel the transaction for reason 'problem with buyer's address.
If address is an apartment building, then check the addresses: are they the same right down to the apartment number? If yes, cancel as above. If not, you should ship the item.
Finally, you should get familiar with adding buyers to your blocked bidder list.

This person was not the cause of your relisted item selling for only .99 cents. We all relist items on here. Sometimes they sell for more and sometimes they sell for less. That's how auctions work, it's a crap shoot.
Besides, now they have won and PAID, so you have to ship it out. You have no excuse not to ship. That's what you agreed to when you signed up to sell on this platform. If you start canceling paid transactions, you will find your selling account may get suspended and then only you will lose. You said you need this money to pay your rent, so concentrate on selling other items and learn not to start your auctions so low.
