A non-paying bidder has nothing to do with your store.
The buyer has 4 days to pay. If he doesn't, on day 5 you can cancel the transaction
Reason: Buyer didn't pay. The buyer will get a strike.
Then you can re-list the item.
You may also want to block the bidder.

A quicker, more streamlined way to handle unpaid items

- We’ll proactively remind buyers to pay once they commit to purchasing an item.
- If a buyer hasn’t paid after 5 calendar days, you can cancel the transaction.
- You can choose to have eBay automatically relist the item when you cancel the transaction.

- If you cancel an order because the buyer hasn’t paid, we’ll block that buyer’s ability to leave feedback and, if they’ve already left feedback, we’ll remove it.
As noted in the quote from the Announcement, the default is not automatic. IIRC when this polcy went into effect, eBay set up automatic cancellation for sellers who had already set up the Unpaid Item Assistant.
And that page has an error: You can cancel the transaction after 4 full days, not 5. In other words, ON day 5. Here is the Help page about what to do if a buyer doesn't pay:

Sellers have been unable to leave negative or neutral rating for buyers since 2008. For several years, they could not leave any feedback at all after giving an unpaid item strike. Sellers are forbidden to leave a negative comment with a positive rating; the buyer can get that removed.
Sellers can set up their site preferences to block bidders on the basis of strikes received; as little as two in 12 months.

That is correct, and by cancelling for non payment they get a strike which will affect them a lot more adversely than any number of negatives would.
Make sure your blanket blocks are in place - I have mine set to 2 strikes in 12 months - that is the harshest.
