Non Paying Buyer Final value Fee Credit does not match final value fee ?

Had a item sell for $400 buyer never paid ,  was charged $40.00 final value fee , opened case and closed it today said i will recive a credit , checked my seller account  says final value fee credit $36.00 what happened to the $4.00 difference ?

What  am i missing does this sound corect ?

As a Top Rated Seller, you apparently already got the 10% FVF credit for an eligible listing (1-day handling and 30-day free returns).  So the balance is the remaining 90%.
