Non-Paying Bidder Keeps Creating New Accounts to Win and Not Pay for Same Item

I've never had this problem on eBay before and I don't know how to deal with it. Someone seems very determined to keep winning one of my items and then not pay for it.

The first time, the buyer who won had a feedback score of 10, but when I looked at it, it was full of sellers leaving "positive" feedback that was actually about this buyer being a fraud and not paying for items. One seller even left a list of alternate accounts this buyer users. I ended up blocking the non-paying bidder and their alternate user names.

But now someone with a brand new account with a similar name won the auction for the same item, and it appears that I'm in for another five-day wait to cancel the item and list it again, possibly to be won by the same buyer using yet another new account.

Does eBay offer ANY way to prevent people playing these games from bidding on your auctions? I've limited users with non-paid item strikes, but is there no longer a way to block bidders with zero feedback? Can eBay customer service look into this bidder and find a way to block them altogether?

It's starting to seem like I'll never sell this item. I can't even fathom what this person's agenda is, other than maybe they're a seller who has listed a similar item and wants to sabotage the competition?

@variousgearandgoods

Since you are selling  mass produced and new items the easy suggestion is to drop the Auctions and, like 855 of transactions, use Fixed Price.

As a new seller you can add Immediate Payment Required and the listing will stay active until someone actually pays.

Fixed Price listings are also good for 30 days, not just seven.

If you do want the "auction experience" you can add Best Offer to your  Fixed Price listing, which is a sort of reverse auction, where customers try to find the lowest price you will sell for. BUT  if you accept a Best Offer , Immediate Payment Required will not activate.

Auctions are eBay's "brand" but most buyers are not interested in waiting seven days to learn they have been outbid.

To keep at least some auctions on the site, eBay encourages newbies to use Auctions. Which is just plain mean.

Go for Fixed Price/Immediate Payment Required.

No, BIN does not stop them.

These time-wasters simply buy your item, then after a few hours, contact ebay directly, state they now want to cancel their purchase.

In recent times, I have seen 0 difference w/ BIN vs. Auctions, in fact, I've had more problems w/ BIN.

The check boxes are all checked, the payment on file, the non-paying bidders, etc. all properly checked.

They simply go around the sellers directly to ebay to cancel, who then present it as a "choice" - "well if you haven't shipped yet..."  Because of course you'll agree to cancel it, if not you'll get a return/defect/have to pay return shipping/fees/maybe not get the item back, the usual.

Well just check the address info.  You can see enough identifying address info of a winner who hasn't paid.  You should be able to compare the two winning accounts and see if their info matches.
