You can set your Buyer Requirements to block any bidder or buyer that has two or more unpaid item cancellations in the last twelve months.
If other sellers actually cancel those transactions for being unpaid rather than leaving false positives, you should be able to automatically block those non-buyers from bidding or purchasing your items.

If the sellers would stop giving these nitwits positive feedback and instead open and close an Unpaid Item case, they would be blocked sooner by any seller with the appropriate blocks set.

Had a few of those sellers actually followed protocol, and had you had your settings set up to block unpaid item strikes, you wouldn't have this issue.
Harp at sellers to follow protocol, don't harp at eBay for them offering tools that go unused.
