Ebay keeps letting buyers open return cases that damage sellers metrics past Money Back. I accept returns within 30 days. All buyer has to do is claim not as described and voila case open. After declining such case, there is no way to report buyer for making false claim. Seller si hit with case counted against him in service metrics.

What type of part do you encounter the most trouble with? I sell car parts too.

This makes no sense on 3 points.
1.) You can't 'decline' a 'Not As Described' return case.
2.) A Case is opened for 'any reason' return and those 'cases' don't count against you
3.) You can report the buyer for misusing returns
Seller metrics, although the 'number' is hit from those type of returns (not as described), it means about as much as feedback. Nothing.
The 6% penalty is only for 2 things; Canceling order for 'out of stock' and Not Taking Care of customer returns (refunding).

You can also get the penalty fee for high NAD or INR claims (high relative to other similar sellers).

1 &2 &3 I am thinking you didn’t read what I wrote carefully. Here is my original post:

it is not parts that are problematic but buyers. Any part is good

While eBay cannot enforce INAD and SNAD claims filed after the MBG has expired, it’s not against policy for buyers to do so.

those 2 screenshots are from 2 different types of returns : one with „report buyer” and the other not. The one with report was opened within MBG and the other almost 2 months past. Ebay hits sellers in service metrics for both cases. You can decline return if it is past MBG.

I just re-read it and the explanation is just as confusing as the original.
As I stated in point #1; you cannot 'decline' a 'Not As Described' case, so not sure why you stated that and then again, bolded it back to me (I put it in red)
Seller Metrics are NOT effected by Returns (the kind of 'metric' that will cost you money which is all that matters)
As stated in point #2; ALL RETURNS are a case opened... when it's approved, buyer ships and when it delivers you have to 'refund' to 'close the return/case'
As I stated in #3 above- You CAN report a seller for using the wrong reason; During, or up to 6 Weeks (and counting) AFTER a return case was opened.

if you’ve looked at the feedback options and handle a return options as buyer there is about 15 ways to cause problems for a seller.
as a seller all you can do is give a positive or negative feedback. No comments to warn other ebayers of the poo storm some people cause.

THEY NEED TO DO WHAT Mercari does. They ask the buyer to confirm they received package, then have you approve the purchase, and then say all sales final. Now, that does not prevent buyer scammer from opening a charegeback with their payment source but it CERTAINLY goes a long way in fighting a case with this idiots when they have approved of the merchandise and then go to screw the seller months and months after the sale. It might even bring EBay’s overall revenue up by not having to return all those FVF’S. This totally makes sense to me.
