If you click the drop down box at the end of your listing you will find an option to click Open Unpaid item dispute. Once open, the buyer has a couple days to pay and if they do not-you go back and close it. They take a strike that no one at eBay counts and you relist.
The unpaid item dispute can also be found under Site Map.

After 4 days eBay just cancels the order

The UI policy has actually been improved recently. On the 5th day (following 4 days of non-payment), you can go in and Cancel the order, citing that the buyer never paid. The buyer gets a UI strike and you're free to relist. It's actually better for all us sellers... so many have buyer restrictions in place. Hang in there and take one for the team!

They count if a seller has their blocks in place - I have mine set to 12 months

But strikes can easily be sidestepped if the buyer files a cancellation request first. 😀

This only happens if the seller's account is set to auto.
For those that are set for manual, they get the option to cancel selecting " buyer did not pay" when eBay presents that option after 4 days.

Ebay has taken the side of the reluctant buyer. It used to be easy to report a non payer but now the reasons given do not/not include non payment. And if we are successful in canceling the order, is there a black mark on the account of the deadbeat bidder?

The reasons DO include nonpayment. The default is for it to show up if the buyer hasn't paid within 4 full days (96 hours). However, there will be a delay in the appearance of the option "Buyer didn't pay" if a seller has set their site preferences to allow buyers to combine purchases over a longer period.
Yes, if a seller cancels due to nonpayment, the buyer gets a black mark on their account. In their site preferences, sellers can choose to block buyers based on their strikes history, with the strictest option being 2 strikes in the past 12 months.

Where do you obtain your information?
When/if a buyer has not paid within 4 days after the end of the listing/auction, the seller can cancel the transaction, citing as the reason: "buyer did not pay". His FVF will be refunded, he is able to relist and buyer gets a "strike". Most smart sellers here have set their requirements so that they don't have to deal with any buyer who has two strikes in twelve months.
