I have a customer who did not pay, I want to cancel order but, in the drop down menu there is not a selection for nonpayment. I am not sure what or how to do it without repercussion

How many days has it been ? Customers get 4 days to pay.

In addition to the 4 full days (96 hours), if you have sent an invoice the clock resets every time.

96 hours after the last invoice was sent the option to cancel as "buyer did not pay" should become available in the dropdown choices.

The buyer had until the 11th of July, but I sent another invoice and email a day before that date.

Stop sending invoices. Sending them isn’t necessary since eBay already sends payment reminders plus the buyer can see what they need to pay in the purchase history.
As other responders have mentioned the sale date resets to the day you send an invoice and gives the buyer additional time to pay.
Since you’ve sent an invoice you’ll need to wait 96 hours after that invoice was sent to cancel for nonpayment.
To prevent further nonpayment of items list as fixed price with immediate payment required.
