Our sales are off 90% since July. We have been on eBay for 15 years, never seen anything like this. Our brick and mortar store is only off 15%, so it is not the economy. We have an eBay store, all our listings are promoted, and we are top rated. Something has changed . Any suggestions? Thanks.

If you rely on or want to encourage multiple sales to the same buyer, you may wish to check the preferences eBay placed you your account with a default set to yes (yours remain in the default setting). In your case, since so many of your listings feature the Best Offer format, and the preference disallows combined invoices for saving on shipping it may be hurting your sales. It also limits the ways a buyer is allowed to pay (no Apple Pay, Google Pay, PayPal credit, PayPal pay in 4, gift cards, spendable funds, etc). Though it is said to supposedly cut down on non-payers, it serves to discourage PAYING buyers as well, especially those who may wish to make offers on many of your items.

Buyer Payment Requirements
*Require buyers to provide a payment method before they place a bid.
*Require buyers to provide a payment method before they make an offer.

Of course, if you don't know how to deal with non-payers, and don't wish to encourage multiple sales for one shipping price you are free to keep these in place and limit your buyer pool any way you like.
I have been a seller and a buyer since 1998. When I see that the requirement now for "New Improved Checkout" (or whatever their latest nonsense notice says) telling me I have to select a payment source before I can make an offer or bid (that seriously fails to mention if my ten offers are accepted, or I win ten auctions I will not be able to request a total, nor save on shipping) I simply back out, refuse to play, and find a seller that would actually be happy to have my business.
