No option for USPS First Class Package International?

When I go to list an item, on the international shipping, (besides GSP) is Priority. First Class has disappeared.  My item is 3 pounds - less than the max 4 pounds allowed for First Class Internstional . Anyone else experiencing this? I ship many items using USPS First Class Package International, and international buyers like the low cost of shipping.  The Chinese sellers are subsidized by the government with free shipping for small parcels, now the buyer from my listing has to pay $40 minimum shipping, for a $3 item? Are you kidding me? Who's going to buy a $3 item and pay $40 shipping from a US seller when they can get a similar item from Hong Kong for $3 with free shipping?

Am I missing something or have overnight the shipping options for US sellers become stifling?

Problem going on all day, but now it's working...I have access to list my item with international First Class, not limited just to Priority.  EDoes this have somehting to do with whether you list in as an auction or buy it now? If an auction are they limiting it to Priority because an auction may go over $400 and so shipping would be limited to Priority?

Be sure that you have chosen "Package/thick envelope" as your "Package type."  If you choose "Large envelope" (AKA flat) then you can't use First Class international, which excludes "merchandise".
