No ability to select which Promotion Offer is Displayed on Listing

With the sunset of the old "merchandise discount" process and the introduction of the "markdown sale" I have lost the ability to communicate any promotion I have running if I have a markdown in place.  For example, If I have a "10% Discount" and "Free Shipping for orders greater than $X", the only promotion which shows is the 10% discount. Per Ashley at customer service, eBay has set a precidence where the price discount is always shown first.  I would like either to 1) (preferably) Display (and more prominantly) all of the promotions running for a particular item or 2) Let me decide the precidence.  Prior to the sunset of the old functionality,  my sales year to date where running 128% of 2017.  With the roll out of the 14 day rule, I fell in June to 86% of 2017  and 64% in July. In August, (thanks to you loosing some of the crazy rules around this process) I was able to get back to 102% of 2017, and my analysis suggests my customers are buying one item, and the number of multiple purchases (linked to free shipping) is 21% of last years sales.

Also, It would be great to let customers know the other offers a seller is offering after the purchase of a first item.  You paste a 3 inch by 9 inch banner at the top of every sale with sponsored links to other sellers sites (I assume it is an a Banner you are getting ad revenue for at my expense).  It would be great to 1) eliminate those adds and place a link to 3 or 4 of my items and/or) Place a summary of the promotions I have in place which the customer (already at my site) could take advantage of.  (Sorta like the Amazon banner which says "People who purchased this, also purchsed these items feature")

I understand eBay wants to compete with the mighty Amazon, and appreciate your efforts to improve the platform.  I can't be the only seller which has seen the drop in sales.  Giving ME the ability to communicate other offers at the time of purchase, will increase eBay sales.  You may not be feeling it (as my ebay Fees have gone from 23% of my Sales in May to 35% of sales in August), but I am.  The sales Strategy of 1) Cut your price, 2) Provide Free Shipping, and 3) have clean/clear listings is out of date. eBay may win in a race to the bottom, but I do not.  While all good things to consider, if I can't communicate 1 and 2 to my customers, I am afraid my Christmas Sales will be dismal.   Any help you can provide would be appreciated.  (At least re-enable the old markdown feature).
