Sometimes eBay has "glitches". Most of us that sell much, have shipping accounts with other shipping services, like Pirate Ship (or other services).
Some of them only offer USPS, others, like Pirate offer UPS and international too.
First, check your package details. If you put in a weight too heavy or a measurement too large, sometimes that will grey out the option at the time of getting a label.
