As the title says... It's no big deal, The net price is about what I figured but there is an additional 4% Final value fee for over $1000
Or am I reading it wrong?

The rate is REDUCED to 4% for anything over $1000........... you are only being charged 12.5% on $1000 and 4% on the 293.........
12.5% of 1293 would be $162

Is that not a reduced rate on the amount over $1000 ? (rather than an "addition)

Could it be a buyer from another country...used a credit card from another country which there is an additional International fee? Just a thought.

IF the transaction was subject to eBay's international fee, the fee breakdown would show that.
There would be a line stating "International Fee" or words to that effect.
The current international fee for eBay's US sellers is 1.65% of the total paid by the buyer.
Oh, and by the way -- "use of a credit card from another country" is not the criterion for eBay to charge their international fee. That international fee is charged when either (1) the seller sends the item outside the US directly (i.e., not using eBay International Shipping) or (2) the buyer's eBay registration address is outside the US.
