Newb Seller Question

I sell very little on eBay and some things appear to have changed. 

I sold a small item, accepting a buyer's Best Offer.  The buyer paid and the item shows as paid but the amount I've been paid is only the Best Offer w/out shipping. 

Will shipping charges be added automatically when I print the shipping label or do I send the buyer an invoice with the combined charges?

The shipping should have been included automatically.

Have you checked Paypal to se what the payment amount is there?

Yes, for the pattern. 

Strange.  In PayPal, it shows two separate transactions: one for the accepted Best Offer and another adding shipping.  So the full amount is paid.
