So I haven't sold anything on Ebay since before this new selling policy has taken effect. Do I need a checking account on file to get paid for what I sell?

If eBay has sent you an invitation to join managed payments, the yes, you will need a checking account.  If you have your bank account number and routing number or can login to your account with online banking, you should be able to complete the process.

I am pretty sure you need to have a email or eBay message stating that you can sign up for managed payments.
