I received negative feedback. Buyer paid for 2 items and then sent message asking discounts for items and combined shipping. Buyer paid right away and didn’t use best offer. I tried to negotiate with buyer, but he requested refund shipping money.

You have no obligation to combine shipping, nor to negotiate prices after a sale has commenced. I would absolutely fight this and demand ebay remove the feedback. If the buyer wasn't happy with the pricing, then they shouldn't have bought it.
People do this crap to me too, they will buy something, then demand they get a discount. The answer is no. If you don't like the price, then don't buy it.

Hi, trying to see the big picture but not getting the whole view from info given. Had a few questions for clarification.
Are you saying the buyer first threatened you with negative feedback if you did not discount the shipping? And then he left the negs?

What terms did you offer if not a partial refund?
Just out of curiosity, if you decided to send the two lightweight items in one package anyway, why not refund part of the shipping? Granted, the buyer was in the wrong here. They should have inquired prior to buying. That would have been the most reasonable thing for him to do. Not ask after the fact.
Did he ask for the partial refund before or after delivery?

Understand that I'm not advocating for feedback extortion or buyers making requests for discounts after purchases.
But according to the feedback left by the buyer, you shipped both items in one package.
Did the buyer make 2 separate purchases and 2 separate payments? If so, you should NOT have combined them. They should not have been shipped together.
Although you don't have to offer a discount for combined shipping, you were wrong in this case by shipping together.
And this is my personal opinion. YMMV. For the item for which the buyer negged you, charging $14 to ship a bracelet by ground advantage, that is excessive!
If the buyer paid $26 for the shipment of both a necklace and a bracelet by ground advantage in one package, shipping that might have cost a max of $6, she has a right to be angry!

EBay doesn't monitor Messages (except for discussions that might take transactions off-eBay) so you have to actively Report the demand for reduced shipping and the feedback extortion yourself.
And remember to specifically ask for the removal of the feedback.

Buyer made one payment for 2 items. When I bought shipping label eBay automatically combined this 2 items in one package.

Change your business model and start refunding postage overages. Because if you are going to qute eBay policy, I can too:
Only include shipping charges that are actually incurred and are related to the cost of shipping and handling the items being delivered
