eBay changed the feedback system years ago and sellers can either leave positive feedback for a buyer or no feedback at all. Buyers can leave whatever kind of feedback they want, even false or abusive feedback.

When a buyer has not paid for his purchase within 4 days, the seller can cancel the transaction on day #5.
And, as others have stated, a seller can never ever leave negative FB for a buyer.

Sellers have been unable to leave negative or neutral ratings for buyers since May 20, 2008. How fortunate you are to have never had occasion to notice this before now.

What you do is follow Ebay procedures by noting non-payment and then you block the buyer. But really non-payment, frustrating as it may be, is just not that big of a deal as you are not out any product or money, just a small amount of your time. Your product isn't listed for four days and unless you have a really fast moving product those four days are not all that significant.

the best way to get even with a non payer/deadbeat is to do the right thing and cancel correctly
its a team effort here at ebay to keep non payers away from good sellers
you can manage who buys from you on the buyer requirements page
if you set your blocks for the unpaid strikes that will assist your fellow sellers
its against ebay rules for sellers to warn other sellers thru feedback
please follow thru with the correct reason to cancel non payers
