So on what reason is feedback not removed when buyer never paid and unpaid item case is closed?

it isn't always automatic. You should call and ask to have it removed. Be sure to have available the policy statement about such a removal.

Call eBay, ask them to remove the neg ... and read this to them

You can open a case as early as 2 days after the transaction ends. The buyer will have 4 days to make payment. If an unpaid item case closes without payment, you will receive a final value fee credit and any transaction defects will be automatically removed.

So basically it's possible for trolls to randomly buy stuff on Ebay, not pay for anything and then leave BAD FEEDBACK??
