Buyer bought a item from me. I have shipped with in the mentioned handling time. still buyer left a negative feedback saying I take long time to ship. order came on 22nd of Jan and I shipped the item on 26th of Jan. handling time was 3 days. Is there anyway to revise the feedback. I have talk with the buyer and he has not responded.

Continue contacting eBay until you find a sympathetic customer service agent who will remove the negative. it may take multiple tries.
Do not send the feedback revision request until you rectify the situation with the buyer, if that is possible. American buyers can be impatient when it comes to getting the package into the mail-stream. This is why i have one day handling. Many shoppers expect this.
If you are able to connect with the buyer, you can explain that your package was mailed within the correct time period. Once you have smoothed the roughened feathers, only then will it make sense to send the revision request. Otherwise you are using up one of your limited number of RRs for no purpose. Hah! Well, maybe that is deserved. BUT, it should be noted that I've been waiting patiently for a record for over three weeks, and not a peep out of me. Seller did (almost) everything right - shipped out on time, so I'm not terribly bothered. I'm itching to get that record - it is much rarer than the seller realized, so I'll be 2% heartbroken if that one is a lost-in-the-mail rarity.
I'm really hard on sellers that don't ship out on time, misrepresent their items, and pack like they don't care how the item arrives to me. I've even returned an item out of principle - pained me, because I really wanted the item, even in the condition in which it was received, but I liked teaching the seller a lesson for being selective with his photographs. For sellers that just run into a bad set of circumstances, I'm really a model buyer.
