Buyer purchased ink cartridges from me with a listing stating description as USED and the title EMPTY INK CARTRIDGES FOR REFILL ONLY. Emailed me saying I "mislead" them and they thought these were new. Then left NEGATIVE FEEDBACK...'DISHONEST THIEF ..SOLD ME **bleep**" .Ebay would not remove this feedback. 18 years as a Seller on Ebay and 100% positive feedback. I'm done with Ebay!

When the buyer emailed you, did you offer a return for refund?
Or, did the buyer just send you an email, and then left a neg before you replied?

Please try not to worry about the negative feedback as the item description is clear and precise and any sensible buyer viewing this feedback will know that buyer is not taking responsibility for their own actions. Most people are quite sensible about these things.
Guidelines given to eBay staff for removal of feedback can be a bit hit and miss and no doubt seller who appeal negative feedbacks can never say with any certainty that feedback will be removed.
I have known case where case was closed in favour of seller and buyer left a negative feedback.

I feel your sting, yet you have to remember that you sell great items. I had a negative feedback once and it was unwarranted. After about a year it dropped off the record. I just kept listing and listing. After a week had passed I didn't even look at my 99.7% score. It did not reflect who I was as a seller.
Your response to the feedback was perfect. At this point it doesn't matter what your title line said but if it didn't say "used" in the title and only in the description I can see how it could be missed if the buyer was using a phone app.
Yes, the buyer should have just asked for a return authorization or a partial refund but they didn't.
Hope you stick it out and forge ahead.

One negative feedback in the last 12 months will have no effect on your sales. Your calm and rational response will help. I'd say that this is nothing to worry about.

I had to laugh at his feedback and think oh @pburn , she will have a fit being raised by English teachers!
Apparently he forgot the " golden" rule of "I before E" in " thief.
What a joker buyer, you clearly had in your title empty. Buyer has a 5th grade education and skipped most of that!

I'm sorry to hear this. It does happen alot on Ebay. Don't stress it too much. Try to forget about it, although I feel you, and I wish the feedback could be removed. I would say, don't give up. Keep trying. Call Ebay again and explain to another customer service rep. Try to ask for one in the States.
I had a buy leave me a neg when I work my ass off at customer service. They were completely unreasonable. I kept calling ebay several times, and even though I got the initial response that the feedback won't be removed, after a week or two, I noticed it was gone. So they either sometimes go back and re-check these things, or my constant nagging them really paid off. I cant say for sure, but DO NOT take the first response as gold from the first customer rep.
Trust me. eBay is what I like to call a "change-machine". Today something is bad. Tomorrow, not so much. Today, you get a rep who chews you out and gives you a hard no on everything, tomorrow, you wonder how they are reaching through the phone to wipe your butt.
It varies my dear. Don't give up. Keep trying. Call them again. Ask to be transferred to speak with the "resolution center" specialists, and explain your case again. Don't get tired of doing this. Explain it 10 times to a different rep each time if you have to.
You may just succeed.

golden" rule of "I before E" in " thief.

I before E, except after a C.
Example...inconceivable

I feel your frustration and anger at an unwarranted NEG FB. Take a deep breath, let it go, and put the buyer on your BLOCK list, and move on.

"Used: An item that has been used previously. The item may have some signs of cosmetic wear, but is fully operational and functions as intended."
IMHO your empty ink cartridges were for parts/not working.

I before E, except after a C.
or when sounded as A, as in neighbor and weigh.

I didn't know that. Thanks.
By the way, you spelled neighbour incorrectly. 😁

When I post, I often get a red underline on some of my words because google doesn't do British spelling...
I get a red underline when I type neighbour...

Which doesn't account for: "weird," "forfeit," "albeit," "glacier," "species,” “counterfeit," and "seize," to name a few.
An updated jingle from the Merriam-Webster website:
I before e, except after c
Or when sounded as 'a' as in 'neighbor' and 'weigh'
Unless the 'c' is part of a 'sh' sound as in 'glacier'
Or it appears in comparatives and superlatives like 'fancier'
And also except when the vowels are sounded as 'e' as in 'seize'
Or 'i' as in 'height'
Or also in '-ing' inflections ending in '-e' as in 'cueing'
Or in compound words as in 'albeit'
Or occasionally in technical words with strong etymological links to their parent languages as in 'cuneiform'
Or in other numerous and random exceptions such as 'science', 'forfeit', and 'weird'.
