Ok, File a case to get a refund through the 30 day money back guarantee and find another seller to buyer whatever you are looking for. There is a slim to none chance anyone here would have dealt with this person anyway.

If you paid for the item, it should be in your purchase history, and that is where you can leave appropriate feedback.

Did the seller fully refund you if you had paid?  When did you make the purchase?  When did you submit Payment?  When did they re-list it?  Did the seller tell you why they weren't shipping to you?
