Hmm... while that is certainly the case for my one negative in many years, I would say there could be several reasons for negative feedback:
1. Buyers can report sellers for negative experiences that are true to alert other buyers.
2. Buyers can report sellers for negative experiences that are false and try to extort sellers offering feedback modification in return for refund without returning the item (I said no and don't regret it).
eBay is not clueless; they just give great importance to the buyer experience and not so much to the seller experience. In my case, they said they couldn't remove the feedback because the buyer didn't offer the feedback modification within their feedback. 🙄
3. SELLERS can review buyers' feedback for negative feedback they left when considering offers to see if buyer has blatantly abused other sellers with negative feedback.
I especially like reason 3 as eBay prevents sellers from leaving anything but positive feedback for buyers.
There is of course the other negative feedback caused by technically challenged buyers who leave negative feedback because they can't follow the included instructions or understand what compatible means.

I will mention again how feedback really doesn't matter. My example is the following. They are still doing a robust business.

Lord, that is one busy sellers. I would love to know that seller's ID just to see what they sell that results in at least 133,000+ sales a month! If you can't post the ID here, can you email it to me? Imagine the folks that have not posted a feedback. That is probably thousands more!

Only if you let it. It used to be the case when feedback counted against us in rating our selling account, but now it is much better.

If a buyer threatened a negative inorder to get a refund, that negative is removable. I would not send them a nickel. I would tell them to return the item if they are not happy. I see that the negative that you got says returned for a refund. Anytime that a buyer mentions REFUND, the negative is removable. Go ahead and call Ebay and they should remove it. Don't get off the phone until they remove it on the spot. Make sure that you block that buyer. Make sure that the camera is working correctly before you relist. I would retake the photos too or at least the main photo if you relist it.
If you have the buyer's email where they threaten you with a negative in return for a refund or partial refund, that is excellent evidence for a negative removal. Tell Ebay to read the emails that they sent you. Also ask ebay to check the emails to other sellers that they sent incase they pulled the same stunt on them.

That is what the response is for in the feedback section. If they are threatening you with it for reimbursement, that's extortion and can be very serious as it also effects ebay's bottom line. Report those buyers. If the negative feedback is justified, you can respond in a professional manner to address any greviances that your customer had in order to show others how you respond to critique. It's not just the original feedback they view. People/your buyers are not dumb. If you give them the chance, they can see through a charade. You can't please all the people all the time and everyone who has experience in the service industry knows this fact.
Negative feedback is a warning to potential buyers for scammers, but also used as a good point of contention for the seller to grow and improve his business.

I have never been extorted for a free item when a buyer leaves a negative, and I have never extorted a free item when I have left one.

Don't let feedback lead you around by the nose. If a buyer truly tries to extort, report it and it will be removed, but don't just fall for it.
