You may not need to close the account, if you've registered as a business you may just be able to edit your personal information. If it won't let you (usually my understanding is you can switch to a business registration, but can't usually switch back to personal), then you may just have to open a brand new account with a new email address and new username.

You can't switch it back online.
I've seen a couple post where they contacted CS and was switched back, but don't know if it was true or not.

Don't change anything about your account. Just start selling your own items and include that information on your personal tax return.

But a 0-feedback account versus an account with 3205 feedback for selling, can be an obstacle.

Does this setting even do anything? I just went looking for it, since I had no idea what I was registered as and found where I'm listed as having an individual account. When I clicked edit it stated upgrading to a business account requires agreeing to allow ebay to manage my payments. They are doing that and I have never upgraded that setting.

Do you mean a "business" account vs a "personal account" setting? As far as fees/policies/etc. in the US it doesn't seem to matter much. Fees and procedures are all the same.
In the UK, Germany, and now the EU, it does make a difference, since "personal" accounts will not be charged fees for selling. eBay is getting "picky" about the designation in those instances to be sure.
