Either I'm not too bright or ebay purposely makes things difficult (okay, it's both!).
I go to Marketing/Promoted Listings
Select 'Create a new campaign'
Then 'Select listings individually'
I can select up to 500, I select 483.
Then what? I see no option on how to move forward to 'Set ad rate'

Set ad rate should be at the bottom. You may need to scroll right to see it. Their pages act weird on different browsers.

I even selected the entire page, copies it into a word document and searched for "set ad rate'
Only the one at the top shows up. Which isn't clickable.

I don't use the individual item feature so I'm not 100% sure. Is there a Continue or Save button on the bottom? You may have to advance to the next page before setting the ad rate.

No continue or save button. No way to advance. I've clicked everything I can.
I use Firefox. Maybe ebay techs forgot about that one?

Are you sure you have items selected? It pops up at the bottom of my screen as soon as I select an item. Maybe a pop-up blocker blocking it? If you don't have any luck, you might try a different browser.

Aha, as hioctane62 stated, it's a popup frame on the bottom of the screen. You probably have a popup blocker running that's preventing the frame from showing.

Ah, that might be it.
Usually I get a note that Firefox blocked a popup and gives an option to unblock it. But no, not here.
Now I have to figure out how to stop Firefox from blocking it.

We ended up hiring a tech person to come in and do it for us.
But hey, why not! We make so much money with plummetting sales, a weakening economy and lowball best offers that we can afford to spread some cash around. I wonder if ebay takes donations?

Of course they do. For me I get to "donate" around the 15th of every month!
