Need help regarding "Item not received"

Hi there, 

I am unable to understand how ebay calculate INR(Item not received) . Currently my INR score is 2/36 =5.56% . Both request was open in June and I promptly closed with issued refund to the buyer.  Now i received below email on 19 July .

"After evaluating your transactions, your account's shipping performance does not satisfy the requirements of the Shipping Performance Policy - Item Not Received Rate.
The restriction that will be applied to your account :NO SELLING PRIVILEGE"

Now the evaluation has passed but store is still on "above standard" . 

Please let me know will it affect on my store and how to decrease this score ?

Item not received is a consequence for drop shipping and will continue to impact your seller performance unless you stop drop shipping and sell products you actually have in your possession.
It's not your store that's affected, it's your selling account that is in jeopardy. 
eQuate and Great Value are Walmart products. There are no Walmart stores in Pakistan. Walmart is also not a wholesale supplier.

Good morning. Sorry for your situation.  It appears that you are one of the many from Pakistan who are drop shipping.  Possibly from another retailer.  Amazon? When you drop ship, there is no real evidence if the item is has been delivered or not, as you do not have those items in your possession.  Will your vendor ship? Will they ship the correct item?  Who knows?  The responsibility to the customer is still YOUR responsibility.  When a customer tells you they haven't received their item, that is a BAD BUYER EXPERIENCE  & one too many of those BBE's will and can restrict your account & possibly close it for good.  eBay wants happy customers and to them the BBE is unacceptable.  

I seriously advise that you take on another means of selling behavior by shipping things that you own there in Pakistan.  You have a book series selling for $62.99 here on eBay, but can be purchased from Amazon for $32.  Here's a link that may be helpful:
