Hello,
A buyer submitted 4 offers all of which were below my acceptable minimum threshold. His 5th offer met my minimum, but I countered with a different price. He didn't take my countered price but he messaged me and submitted a best and final offer to which I agree. I asked him to submit that new price as an offer. He messaged again and said that was declined automatically. The new agreed price is above the min threshold I set so why was it automatically declined? Did he exceed his allotted 5 offers? Answers?

Perhaps that amount is lower than your Best Offer price.
If the buyers offer a lower price, it automatically declines the offer.
Check your inbox, eBay might have sent you a way to send a counteroffer to the buyer.
You, you are right, both of you can send a maximum of 5 counteroffers each.
