For several years, I've had good results with Microsoft Photo for editing my eBay photos. It no longer works. So I am in need of a new program that loads photos from my phone or camera to my laptop, edits my photos, adjusts brightness, etc. Something that is effective, but not complicated. Not too expensive. Any suggestions? Thank you.

Did your Windows 11 not come with Microsoft Paint or is it not useful to you?
Microsoft Paint is a simple raster graphics editor that has been included with all versions of Microsoft Windows. The program opens, modifies and saves image files in Windows bitmap (BMP), JPEG, GIF, PNG, and single-page TIFF formats.

For simple stuff like cropping, minor adjustments, bulk renaming etc. etc.
Irfanview is the thing to try/use. Freeware, been around since 1996, way better than MS Photo although the user interface is a bit old school in appearance.

You could also check a program that I use:
PhotoScape X
It is also a free program that has served me well using Win 10, and there is a compatible version for Win 11. There is a helpful tutorial as well that explains the various features:

Some of the ones I use with regularity are:
Crop, resize, straighten, shapen, brightness, contrast, clarity, film, etc. There are plenty of others, and there are handy UNDO features in case your last actions are not what you wanted.

I just use my phone, do most of my cropping and clean up on the phone, load the pics into the drafts in the app on the phone, then get on the laptop and do the final clean up with eBay's photo editing tools.
I do really like GIMP as well though. I've just gotten too impatient to go through the whole rigamarole of taking pics, loading them onto a desktop/laptop, editing them in a separate program, and then loading them into my listings, only to have to adjust them again.

I have no idea why MS stopped MS Office Picture Manager. It was quick and easy to use.
I have Gimp but it takes longer and I think when I change to Windows 10 or 11 my Kodak Easyshare will probably no longer work either. The picture manager & the Easyshare issue are the main reasons I haven't updated yet.
Speaking of photos why, after saying for years white backgrounds were the way to go, does ebay now insist on changing our plain white backgrounds to dull grey?

photoscape. Google it, its my favorite go to 2 Windows 11 is terrible. I have been a tech for 15 yrs and this is the worst release ever. BTW Photoscape is free. I purchased the pro and love it the same, great features, usable comprehensible functions, and features - this is just the free version I'm talking about. No watermarks, or ads, downloadable easy,. I like the basic and not have to take and graduates a class for Adobe. Adobe is awesome but a beast! It makes you use the right side of your brain... LOL🤣 Good luck!

Many years ago I went to night college 1 year 2 semesters to learn and study Photoshop 5 but later after much hard work I didn’t think I learned it well enough so I went back again to night college to take another year of Photoshop 2 semesters but now the class was advanced on to Photoshop 7.
Still don’t think even after 2 years night college I learned Photoshop well enough it’s so very complicated!

I have Windows 11 and I upload from my Kodak Easyshare DX6340 and DX4530 images exclusively all the time with no problems. I, too, was concerned about it when I upgraded to Windows 11, but it took both of my Kodak Easyshare cameras' images with no problems. I love the simplicity.
I'm with you on the stupid eBay decision to darken photos when they're uploaded. I have to brighten each photo up again after uploading, in order to show the items as intended.
