Names missing from my blocked bidder list, noticed because one now a buyer

I sold something (yeah!!) and the name seemed familiar.  I've kept logs of all transactions since day 1, so I did a search on my own computer.  The name was there ... on an old text file copy of my blocked buyers list!  Checking my blocked bidders list on ebay shows the name is missing.  In fact, checking just a bit further, three of my "most hated ebay buyers" names are no longer on the list.  I checked that they are still active members. 

What is up?  Do names time off the blocked bidder list?  (Other names added about the same time are there.)  If this buyer causes trouble for me, will I have recourse?  Additional "protection" from ebay?  (Ha, ha.  I say to myself.)

Are you at the maximum number of blocked buyers.  I am wondering if your last added one may have knocked off an old one.

That often happens in my blocked seller list.

Double check the spelling.  I had a blocked bidder change two letters of his username and bid on one of my items.
