I sent the wrong size shirt. He has not initiated a return. I told him I would send him a return label along with the correct size shirt...
How do I do this? Or is there a better way?

Customer should open "return request" (issue refund AFTER they return item). Customer should "re-purchase" correct item. If you give them "refund now" and "send replacement" (they will be getting item for nothing).

The better way is to ask your buyer to open the Return, citing 'Wrong item sent' (or whatever the verbiage), so that they're encouraged to return the shirt shipped in error.
@caldreameris correct... hopefully your buyer will know the ins and outs and will be happy to accomodate you.

If you leave it up to eBay to send the label it will be the what they/their robot chooses. Historically insurance is not included even if you bought insurance when you shipped. There are ways for you to purchase and transmit your own label but I have always just sent an eBay label. But FIRST, have buyer open a return. Just follow the steps and do everything through eBay.

Priority Mail return labels do not get the same eBay discount on postage that the original shipping label did.

Just have the buyer open up a return request and have them select incorrect item received & then ebay will charge the seller for the shipping label.
Very easy & the only thing the buyer has to do is print the label & then give the parcel to the courier. You issue a full refund once the return reaches you.

I've done this before. The easiest way out of it is...
If it's an inexpensive item, I just send the buyer the correct size and tell him/her to keep the wrong one.
My mistake so i'll take the loss.
It makes the customer happy.
