Multiple items

Buyer has several items in her cart. When she tries to check out, it tells her she she can only buy one item per day. Is there somewhere on the site to change that

Is it a new buyer? New buyers may have buyer limits set by eBay. Or that buyer may have a few unpaid items on their account.

My guess is that they are a guest or new member and perhaps ebay sets limits for them especially if they are a guest.  Probably not a bad idea. Less chance of multiple returns, SNAD's etc.
