Can a seller allow the buyer to choose their own shipping option?

Certainly...........but the choices need to be on the listing........i.e. listing both  USPS and Fed Ex.....you can't just "say" the choices in the description........  buyer has to be able to chose it when they check out (so they know the cost).

When creating a listing scroll down page to Shipping Details provide the buyer  with the various shipping options you wish to give. You can control what shipping options you wish to provide. For example I typically provide USPS Parcel Select Ground and USPS Priority  Mail. If you ship through ebay the discount they provide will usually enable you to ship Priority Mail at no additional cost to you. The added benifit to this is that if your selling an item valued at less than $50.00 it will covered by Priority mail at no additional charge.
