So I wanted to add Ebay Standard Envelope to a large number of trading card and stamp items and while this service will drive sales because I can charge $.88 instead of my flat rate $4.99 for these items under $20, I found that the tracking can be very spotty and I worry about that impacting my Top Rated Seller status on my main selling page I've had for 4 years now. So the new account will be dedicated to Ebay Standard Envelope only and focus on $20 items or less that qualify for that shipping.
I did some reading and understand majority of it and see we are allowed to have multiple stores by using different emails.

If you start a new account, you can sign up for Managed Payments.
Since it'll be a new account, you'll have to start at the bottom and work up and they'll hold the funds for a little while.
Yes, you can use the same checking account.

One advantage would be that you would receive more free listings new on the account. Many open two accounts that can be dedicated to buying and selling separately.

Setting up a second account for listing items with no tracking (or with unreliable tracking) is a longstanding strategy for protecting TRS status. You can use all the same personal info and bank account, but each eBay ID must have its own email address.
If a seller's accounts altogether go over the threshold for issuing a 1099-K (either federal or in that seller's state, if lower) then each eBay account will be issued its own 1099-K.

The new ID will get its own allotment of 250 free monthly insertions.
eBay does have a procedure for linking a new account to an established one, to enhance the seller's credibility with eBay.

I have a separate standard envelope account.
It is top rated with 0.00 percent late shipment rate. Better than my primary account is.
I don't think late or missing standard envelope orders count against top rated status at all anymore.
