Minimum performance standards

What do you do when eBay isn't meeting your minimum performance standards because in my experience they've been below the minimum since the beginning.

 If your buyer demands a refund, you can in return demand the return of the item, whether or not you have a No Returns policy.

You may have to pay return shipping. Possibly not.

If you refuse the refund, eBay will take you at your No Returns word, allow the complainant to keep or toss the item, refund him, come after you for their money, and give you a Defect.
