I got a message from a bidder and noticed this at the bottom of the message. I took a picture of the screen on my phone, so excuse the way it looks. Is this something new or have I just not noticed this before? Look right above the blue reply box.

Corporate-think threats like this usually ultimately backfire, costing them far more than they recover. Creating a hostile environment rarely benefits a company in the long run.

hypothetical - so I've run an item say 5 times - sick of looking at it - just don't relist it but did -say 2 months ago have a question. ebay is going to charge me fees now for items not relisted?

^^ Sometime in the past few months there was a thread here along these lines. Item was unsold. Can't remember if there were failed sales or not, but the seller still had the item in their posession. It wasn't listed anywhere else either as I recall. Seller chose not to relist it here.
Seller got dinged for the FVF based on some messages similar to the ones above.
As I recall, the Blues reiterated the charge, but I can't be certain of that now. I'm not even going to try to find the thread.

That's why some sellers stopped answering any Ebay messages...

Which is dangerous if the buyer is the one who sends contact info. Sellers need to reply and make it clear they will only communicate through eBay and the transaction must take place through eBay.

@castlemagicmemoriesYou know the sanction for the seller would be much worse that. When I am questioned about other items (which this one was), I am clear in saying I would be glad to make a listing for them. Covering my behind, as it were.
Yes, in that it could cost them fees; but other than that, each gets a warning the first time. Then sanctions, varying durations~3 days, 7 days, a month, and permanently~but buyer can't communicate or buy, and seller can't sell. I think ultimately either party can lose their buying/selling privileges.
I remember a thread by a buyer who was rather upset with the 7 day ban because he said he couldn't buy if he couldn't communicate.
It's good you are so specific so Ebay can clearly see your intentions if need be. I believe Trinton had said that. They also say if you receive contact info, to message back, I only communicate and sell ON ebay. Again, so they can clearly see your intentions if need be.
Stay safe!

Another wonderful side effect of short sighted policies that will only drive more buyers away...
